Office, is holding a juried design contest for
a large mural.

Researching
the Design
The
mural will appear on the side of the large
Skills for Change building at 791 St Clair
Ave W.
Entries
should depict the historical, cultural and
business assets of the Hillcrest Village
neighbourhood and include the phrase 'Welcome
to Hillcrest Village.'
The
contest is open to professional and amateur
artists. You do not need to be a mural artist
as the actual painting of the winning design
will be commissioned to a professional mural
painter.

Every

Submissions
and a completed entry form must be delivered
to 752 St. Clair Avenue West by 5 p.m. Tuesday,
June 15, 2004.
All
submissions become the property of the contest
sponsors.
Contest
is open to residents of GTA and who are
citizens or residents of Canada.
Employees
and Members, and their immediate family
members (and/or persons domiciled with)
of City of Toronto, Hillcrest Village BIA,
Skills for Change and of their promotion
or advertising agencies and affiliated companies
are ineligible to enter.
Entries
are limited to one per person.
The
artist’s name, address, telephone number
and a brief 25-50 word description of the
artwork medium must be attached with the
entry on a separate sheet of paper.
Original
art work must be submitted.
Entries must incorporate a theme deemed
relevant to the contest specifications regarding
the need for a mural to depict the historical,
cultural and business assets of the Hillcrest
Village neighbourhood.
Art work must include the phrase ‘Welcome
to Hillcrest Village.’
Entries must be the work of the submitter.
Winners shall submit a 25-word biography.
Art work must not in any way express racism,
Anti-Semitism or imagery of hate & violence.
Failure to meet any or all of the above
rules shall result in disqualification of
any entrant.
Judging
All
submissions will be on display for public
viewing at Skills for Change, 791 St. Clair
Avenue West, from Wednesday, June 16 until
Friday, June 18, 2004.
A selection committee will judge all submissions
and award 1st., 2nd and 3rd. place winners.
First place winner will receive
a $1,000 cash prize. Second and
third place winners will receive a gift
certificate and/or merchandise prize donated
by area merchants.
Winners will be announced on Monday, June
20, 2004.
Mural
Location and Dimensions
The
mural will be located at 791 St. Clair Avenue
West, on the east side of building.
At it's highest point the wall is roughly
30 feet high. The width, from north-east
corner south to parking deck is roughly
70 feet. Each window is approximately 70
inches high, 54 inches wide.

Researching
the Design
Your
best option for learning more about the
Hillcrest Village area is to proceed as
follows:
(1) Do a walk-about the area (Christie
St. to Winona St., along St. Clair Avenue
West is the specific area; and so the
history and culture would be informed
by a radius of about 30 km). Consider
the architectural features, types of businesses,
other indicators of historical/cultural
landscape.
(2) Take some time -- interview merchants,
church elders, Ward 21 constituency. Contact
the Toronto historical society or research
on-line using a Canadian search engine
or search term limiters to assure you're
searching the Toronto, Ontario Canada
and not Toronto California or Ontario
New York...
(3) Check the official website of the
Toronto Association of Business Improvement
Areas, where there is posted demographic
information specific to the Hillcrest

(5) Use your imagination
(6) If you're really keen, review the
City of Toronto's Social Development Strategy
and Economic Development Strategy or complete
an information interview with the Councillor's

21 key issues, cultural landscape and
history.
WHAT IS A BIA?
A Business Improvement Area (BIA) is an
association of property owners and tenants
within a specified business district in
the City of Toronto. Merchants, restaurant
owners, and professionals join together
with official approval of the City of
Toronto; in a self-help program aimed
at stimulating business activity, promoting
employment, inviting tourism and achieving
other economic and social development
goals.
There are 47 Business Improvement Areas
in the City of Toronto, including Hillcrest
Village BIA.
The Toronto Association of Business Improvement
Areas (TABIA) is an umbrella organization
recognized by all levels of government
and BIA members, whose main goal is collecting
and exchanging information vital to the
BIAs and addressing their concerns and
issues.
MORE ABOUT HILLCREST VILLAGE BIA
Hillcrest Village BIA includes about 100
merchants, restaurant owners and professional
offices between Christie and Winona on
St. Clair Avenue West. Hillcrest Village
BIA is in Ward 21 of the City of Toronto.
Hillcrest Village BIA is mandated: (1)
To plan and promote a positive retail,
commercial and professional business climate;
(2) To recruit and provide an appropriate
mix of businesses that can adequately
service the local residential area in
ways that are deemed effective, efficient,
environmentally responsible and sustainable
to the City of Toronto's Economic and
Social Development Strategies; (3) To
involve itself in significant community
activities (e.g., TTC issues; parking
issues; community safety issues; other
concerns of Residents' Associations);
and (4) To work in partnership with other
BIA's and Economic Revitalization Areas,
toward advancing and benefiting the common
business assets of the St. Clair West
District.
Hillcrest Village BIA implements its mandate
by planning, promoting and evaluating
the business and community benefits of
streetscaping; special events; networking;
partnership recruitment; and economic
development initiatives.
Curb-side benches, hanging flower displays,
street light displays, murals, banners,
recycling & garbage receptacles, and
other streetscaping is one example of
current and projected BIA activity in
the Hillcrest Village area.
Councillor Joe Mihevc is a member of the
Board of Management of the Hillcrest Village
BIA and also serves as our Honourary Chair
of Promotions and Events. Currently the
Board of Management is Chaired by Frank
Pronesti, owner of Ferro's Restaurant.
Vice-Chair & Treasurer is Victor Cappella,
who is owner of Acappella Clothing. Secretary
is Cinzia Rando of Dave's Pizza. Other
Directors represent a cross-section of
retail merchandising and professional
service businesses.
